The United States, the number one country in violations of human rights and international terrorism, commits all kinds of crimes, aggressions and injustices, in the name of democracy and national security.
Based on recent studies, the true human cost calculated only from the wars in the United States, after 9/11 in the Middle East, has killed 6 million people. As detailed by the American researcher Nicolas J.S. Davies, in his report entitled Blood On Our Hands: the American Invasion and Destruction of Iraq:
«After 16 years of wars, approximately 6 million violent deaths and 6 countries completely devastated and many others destabilized; in Iraq approximately 2.4 million people have been killed, while in the wars that the United States led in Afghanistan and Pakistan, approximately 1.2 million were killed, not counting Libya, Yemen, Syria.»
In the case of Iraq, former White House officials admited that the real reason to invade Iraq was to capture the oil and not the publicly stated reasons of weapons of mass destruction and free the Iraqi people from Saddam’s dictatorship or establish a democracy. More recently, Trump himself has admitted that the Hilary Clinton administration created ISIS, to continue its proxy wars in the Middle East.
International assasination or «decisive defensive action»?
This Friday morning, the neo-colonial military hegemony of the United States launched another selective rocket attack, near the cargo terminal of Baghdad International Airport. As a result, two vehicles of the Popular Mobilization units of Iraq were set on fire, killing General Irani Qassem Suleimani and General Abu Mahdi Al Muhandis. Both commanders in chief of the anti-terrorist forces, which defeated ISIS, Al Qaeda, and in the case of Sulaymani is a recognized international figure in his participation so that the Libyan government does not fall. Both murders, Washington alleges «decisive defensive action.»
Outside the context of active hostilities, the use of drones or other means for selective killings is almost never legal. To be justified by international human rights law, intentionally lethal or potentially lethal force can only be used when strictly necessary, to protect against an imminent threat to life.
In other words, whoever the objective of these two men would need to demonstrate that the target people constitute an imminent threat to others. The alleged past participation of an individual in «terrorist» attacks would not be enough.
In addition, murder with drones or helicopters of any person other than the target (family members or other close persons, for example) would be an arbitrary deprivation of life under human rights laws and could result in liability of the State and individual criminal responsibility
The use of aircraft in the territory of other States has also been justified in self-defense. Under customary international law, states can take military measures if the threatened attack is imminent, no other means would divert it and the action is proportional.
The test for the so-called anticipatory self-defense is very limited: it must be a need that is «instantaneous, overwhelming and that leaves no choice of means or moment of deliberation.» So it is unlikely that this test will be performed, in these particular cases of General Qasem Soleiman and Abu Mahdi Al Muhandis.
Therefore, the selective assassination of Qasem Soleiman and Abu Mahdi Al-Muhandis, in addition to being very illegal and violating international human rights law, constitute acts of international terrorism, and cannot be justified as «decisive defensive actions.»
We ask the international community to denounce these crimes and the dangerous escalation of the Trump administration, as well as appeal to Congressmen and the American population, in the words of researcher Nicolás J.S. Davies «it is urgent that we accept the true human cost of the wars in our country and that we have been manipulated and tricked into looking the other way. We must do it before the conflicts lengthen even more, before they destroy more countries, before they further undermine international law and before they kill more millions of our fellow citizens in the world.»
